Do you know exactly what your system requirements for timing and synchronization are?
Are you familiar with the standards and specifications of IEEE 802.16e and IEEE 1588, ITU/T G.8261, G.823, G.811, Telcordia GR-1244-CORE and more?
What is a maximum phase difference between 1PPS signal for a different locations? Can it be 1 µsec or other tough requirement?

Don’t you need some redundancy over the clock sources (IEEE 1588, GPS and local oscillator)? Do you have to know how to create a smooth switching over, without slips and gaps to avoid catastrophic behavior?
Do you have the ability to design, manufacture and test those clock sources with GPS or IEEE 1588 disciplined oscillators in mass production? Are you able to do that without blowing up your budget limits?
